Answer given by the minister

MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI BANDARU DATTATRAYA)

(a)&(b): Western Railway had granted train load benefit to LPG tank wagon rakes at siding of IOC at Kandla Port when loading was done in more than one placement. Policy guidelines have since been revised with effect from 11.4.2001 to grant train load benefit to LPG tank wagon rakes when loading/unloading is done in more than one placement subject to fulfillment of all the conditions applicable to grant of train load rate benefit. However, since the revised policy is not applicable with retrospective effect, Zonal Railways have been asked to recover undercharges.
