Question : HIGH DENSITY ROUTES ON RAILWAY NETWORK



(a) whether the Railways have identified the High Density Routes in the country and if so, the details along with the names of the said routes;

(b) the steps taken by the Railways to ease congestion on such High Density Routes including doubling of lines in various routes;

(c) whether the Railways are considering to utilise the funds raised through extra budgetary resources on measures to ease congestion on the railway network especially on the High Density Routes and if so, the details thereof;

(d) the targets set for doubling of railway lines viz-a-viz achievements made during the 11th and 12th Five Year Plan Period; and

(e) the steps taken by the Railways to convert busy rail routes into four lanes along with the routes identified in this regard?

(a) Yes, Madam. There are 7 identified High Density Network (HDN) Routes on Indian Railways as stated below:

 HDN-1 Delhi – Howrah HDN-2 Howrah – Mumbai HDN-3 Mumbai – Delhi HDN-4 Delhi – Guwahati HDN-5 Delhi – Chennai HDN-6 Chennai – Howrah HDN-7 Chennai - Mumbai 
(b) Capacity augmentation and bottleneck removal on HDN routes is accorded very high priority subject to resource availability. As on date, 65 Doubling Works at a cost of ` 45,064 Crore and 200 Traffic Facility Works at a cost of ` 4016 Crore have been sanctioned for the High Density Network routes.

(c) Yes, Madam. The Railway Budget for 2015-16 envisages raising of funds for Plan financing through Extra Budgetary Resources to the extent of ` 40,572 Crore. These funds are meant for all major projects including those on the High Density network routes.

(e) A few sections of High Density Network routes have been identified for quadrupling. Besides, the Dedicated Freight Corridors have been taken up on Eastern route i.e., Dankuni - Ludhiana and Western route i.e., Jawahar Lal Nehru Port – Dadri.
