Question : Allocation of Funds under PMGSY in Kerala

(a) the details of the total amount allocated so far to Kerala under Pradhan Mantri Gram Sadak Yojana (PMGSY), Phase III;

(b) whether the Government has approved the proposals of Kerala under PMGSY, phase III;

(c) whether the State Government has raised any cost-related issues in implementing PMGSY phase III in Kerala; and

(d) if so, the details thereof?

(a) & (b) The State of Kerala has been allocated target of 1,425 Km under Pradhan Mantri Gram SadakYojna (PMGSY-III), against which the State has so far been sanctioned 686.23 Km roads worth Rs. 471.82 crore.

The allocation/release of funds to the States for implementation of PMGSY is done on the basis of the fund release proposals received from the state and depends, inter-alia, on works in hand, execution capacity of the State and unspent funds available with the State. As per the available information, the State of Kerala has an unspent balance of Rs. 124 crore as on 14.03.2022.

(c) & (d) The State Government of Kerala had submitted the proposal for the approval of new Schedule of Rates (SoR) as per Delhi Schedule of Rate (DSR) 2018 with cost index as followed in the State for balance work under PMGSY III. During the scrutiny of proposal certain queries were raised. The State has submitted reply/ revised proposal on 15th March, 2022. These are being examined.
