Question : Infiltration along Border

(a) the number of incidents of infiltration registered, infiltrators arrested and killed during each of the last three years and the current year, border-wise and State-wise;

(b) the status of fencing at the borders along with the names of border districts which remain unfenced or where fencing is not complete, State-wise;

(c) whether a large stretch of Indo-Bangladesh border in the State of Bengal is not fenced for want of land;

(d) if so, the details thereof and the reaction of the Government thereto;

(e) the manner in which the riverne borders and open borders are guarded, border-wise; and

(f) the comprehensive measures taken to check infiltration at the borders along with the erection of smart and all weather fencing, deployment of night vision cameras, GPS navigation satellites and strengthening intelligence networks along the borders?

(a) The details of cases of infiltration reported, the number of infiltrators apprehended and killed during the last three years and the current year, border-wise and State-wise, are enclosed at Annexure.
(b) The Fencing has been constructed along Indo-Bangladesh, Indo-Pakistan and in a small stretch along Indo-Myanmar Borders as per the details given below:-

Along Indo-Myanmar Border, fencing to the extent of 10 km has been sanctioned. Out of which, 4 km has been completed.

Almost all the border districts have major or minor patches which are unfenced due to geographical constraints or otherwise.

(c) & (d) About 80 km of fencing in the State of West Bengal has not been taken up due to pending land acquisition. The Government of West Bengal has been requested to expedite the pending land acquisition.

(e) The riverine areas of all the borders are patrolled by the Border Guarding Forces with the help of Floating Border Out Posts (FBOPs), mechanized boats, speed boats, medium crafts etc. as per the availability.
The open borders are being guarded by the Border Guarding Forces (BGFs) through carrying out round the clock surveillance of the borders by patrolling nakas (border ambushes) and by deploying observation posts all along the international borders of the country.

(f) The Government has adopted multi-pronged activities to check trans-border crimes including infiltration along the borders. The steps taken in this regard inter-alia include:

• Construction of fence, border roads, floodlights and additional Border Out Posts(BOPs) along the borders.

• Usages of Hi-Tech surveillance equipments along with day and night vision devices for further enhancing the border domination.

• Vulnerability mapping of the Border Out Posts (BOPs) which are sensitive with regard to infiltration/smuggling along the Borders has been carried out. These identified BOPs have been

strengthened by deploying additional manpower, Special Surveillance Equipment, vehicles and other infrastructure support.

• Upgradation of intelligence network and coordination with sister agencies.
