Question : SHARE OF POWER TO STATES



(a) the share of power allocation from the Union Government owned units both thermal and hydro to the power generating States in the country at present, State-wise;

(b) whether the Government proposes to hike the power allocation from the Union Government owned units to the power generating States;

(c) if so, the details thereof and the reasons therefor, State-wise;

(d) whether the Government proposes to formulate new power allocation formula;

(e) if so, the details thereof and the reasons therefor; and

(f) the time by which it is likely to be implemented?

(a) : The allocation of power to States/UTs from the Central Generating Stations during evening peak hours as on 30.06.2009 is given at Annex.

(b) & (c) : The allocation of power from Central Generating Stations is done in two parts, firm and unallocated. The firm allocation to the beneficiaries generally remains unchanged, unless it is surrendered by any beneficiary or the beneficiary is not able to clear the requisite dues to the concerned Central Power Sector Undertakings. The unallocated power in Central Generating Stations kept at the disposal of the Government is provided on a dynamic basis to meet the seasonal and emergent needs of States/UTs. The unallocated power being limited and fixed, any modifications are possible only through adjustment of allocation generally within the States/UTs in the region, keeping in view the emergent or seasonal nature of the request, the relative power supply position, utilization of existing generation resources, performance and payment capacity.

(d) to (f): An in-house thinking process has been initiated in the Ministry of Power recently for examining the need to review the present arrangement relating to allocation of power, the process being in very preliminary stage for elaboration.
