Question : ADIVASI WELFARE SCHEMES



(a) whether there is lack of funds with the States for Adivasi Welfare Schemes;

(b) if so, whether the Union Government propose to aifocate funds to States for the said schemes;

(c). if so, the amount the Union Government propose to allocate to Gujarat for the said scheme;

(d) if not, the reasons therefor; and

(e) the manner in which the Union Government propose to do the welfare of tribals?

THE MINISTER OF TRIBAL AFFAIRS (SHRI JUAL ORAM) :

(a) State Governments are to earmark a percentage of their State Plan funds at least equal to the proportion of Scheduled Tribes population in the State under Tribal Sub Plan (TSP) for tribal schemes.

(b) The Government of India, in addition, provides funds as Special Central Assistance (SCA) to Tribal Sub Plan and under Article 275 (1) of the Constitution to the States. Funds are also provided to States under various Central Sector/Centrally Sponsored Schemes of this Ministry. In addition, all Central Ministries are to spend at least 8% of their plan funds for development of Scheduled Tribes.

(c) to (e) An amount of Rs. 2620.60 lakhs has been allocated as SCA to TSP and an amount of Rs. 2250.00 lakhs under Article 275(1) of the Constitution for the year 2001-02 to the State Govt. of Gujarat and the same has already been released to the State. In addition, an amount of Rs. 160.75 lakhs has beer, released to the State under various other Schemes/programmes of this Ministry up to November, 2001. Further release of funds of under other Schemes/programmes will depend on proposals trom the State Government. The Government is making sincere efforts for tribal development through various programmes /schemes being implemented by State Governments as well as Non-Governmental Organisations.
