(a): No, Madam. Ministry of Urban Development (MoUD) has not conducted any specific study regarding availability of public transport in various cities including Delhi. MoUD has, however, financed the study undertaken by Centre for Environmental & Planning Technology (CEPT), Ahmedabad, Institute of Urban Transport (IUT) and Urban Mass Transit Company (UMTC) conducting research to ascertain Service Level Benchmarks (SLB) for urban transport in 12 cities viz. Ahmedabad, Surat, Hubli-Dharwad, Mysore, Bhubaneswar, Kohima, Delhi, Jaipur, Nanded, Vijaywada, Patna and Jammu-Katra. One of the indicators of Service Level Benchmarks study covers availability of Public Transport vehicles (Buses/Train coaches) operating in the city.
(b) & (c): Urban Transport is inter-twined with Urban Development which is a State subject. MoUD has not conducted any study to ascertain deterioration/ improvement of public transport in urban areas/ cities in the country.
(d) For improving the urban transport system, Ministry has sanctioned funds for procurement of 25,485 buses to 170 cities in two phases, Bus Rapid Transit System (BRTS), and Metro Rail Projects for different cities. The city and State-wise details of funds allocated to various States for buses in two phases, BRTS and Metro Rail projects during the last three years and the current year are at Annex-IA, 1B, 2 and 3 respectively.
(e) Apart from above the MoUD has assisted the States in improving the public transport system in various cities/urban areas through following measures:
# Assisting 76 cities in preparation of comprehensive mobility plan (CMP);
# Supporting 21 cities in preparation of Feasibility cum Detailed Project Report (DPR) of Mass Rapid Transit Systems (MRTS);
# Encouraging reforms in urban transport administration and
# management at both city and State level such as setting up of Special Purpose Vehicle (SPV), Unified Metropolitan Transport Authority (UMTA), Urban Transport Fund (UTF), Traffic Management & Control Centre (TMICC), Institutional Mechanism for fare structure etc.;
# Conducting capacity building training programmes in Urban Transport under the World Bank-Global Environment Facility (GEF)- United Nations Development Programme (UNDP) assisted Sustainable Urban Transport Project (SUTP). Ministry has prepared 19 toolkits addressing various aspects of sustainable transport. In addition, 10 training modules have also been developed;
# Organizing annual Urban Mobility India (UMI) Conference and Exhibition on urban transport; and
# Recognizing the exemplary achievements in the field of urban transport through awards.
