Question : Commission for Minorities

(a) the number of States where Commission for Minority Affairs has been constituted in the country during the last three years and where members and chairpersons of Minority Commissions have been appointed;
(b) whether those States have also constituted commission for Minority Affairs where Hindus are in Minority;
(c) if not, the reasons therefor;
(d) whether the Government proposes to formulate a scheme to protect rights of Hindus where they are in minority; and
(e) if not, the reasons therefor?

(a) As per information available with the National Commission for Minorities (NCM), no Minority Commission has been set up in the last three years i.e. 2015-16, 2016-17 and 2017-18 by the States/UTs. Setting up of State Minority Commission comes under the purview of the respective State Governments/UTs. NCM does not maintain information regarding appointmernt of Chairpersons/ Members in State Minority Commissions.

(b) to(d) Minority communities in the country are notified by the Central Government under Section 2(c) of the National Commission for Minorities Act, 1992. The minority communities notified so far in the context of the country are the Muslims, Christians, Sikhs, Buddhists, Zoroastrians ( Parsis) and Jains. One State, out of 18 where State Minority Commission have been set up, has population of Hindus fewer than the Minority Communities, notified by the Central Government under Section 2(c) of NCM Act, 1992. State Governments have been requested to take appropriate action in accordance with the recommendations of the National Commission for Minorities for setting up State Minorities Commissions and giving representation to the notified Minority Communities.
