Question : Competition faced by MSMEs

(a) the measures being taken by Micro, Small and Medium Enterprises (MSMEs) of the country to face the challenges or competition presented through cheap
imports from China and Free Trade Agreement countries;

(b) whether reaction on rules as well as suggestions were invited from the people by the department for Promotion of Industry and Internal Trade for framing of policy;

(c) if so, the details thereof and the conclusion drawn for the promotion of industries on the above basis; and

(d) the measures being taken by the Government to overcome
hurdles like insufficient basic infrastructure, laws causing obstructions,
complex business environment, slow pace of adopting technology and low
productivity in the field of industrial development?

(a): Government implements various schemes/ programmes to enhance competitiveness of the micro, small & medium enterprises (MSMEs). These include scheme of Credit Linked Capital Subsidy-Technology Upgradation (CLCS-TUS) which has seven components aimed at promotion of Credit Linked Capital Subsidy, Lean Manufacturing, Design improvement, Zero Defect Zero Effect Certification, Support for Incubators, Awareness of Intellectual Property Rights & Digital Empowerment of MSMEs, Procurement and Marketing Scheme (PMS), A Scheme for Promoting Innovation, Rural Industry and Entrepreneurship (ASPIRE), Credit Guarantee Scheme (CGTMSE), Interest subvention scheme for MSMEs etc.

Besides, appropriate measures are taken for imposing anti-dumping duty and safeguard duty from time to time in accordance with the relevant rules & established procedure.

(b)&(c): Ministry of MSME holds consultations with Chambers of Commerce & Industry, Associations on various issues pertaining to MSMEs from time to time.

(d): In order to help Micro, Small and Medium Enterprises (MSMEs), Government has initiated various schemes for infrastructure development like Micro & Small Enterprises –Cluster Development Programme (MSE-CDP), Promotion of MSMEs in NER & Sikkim Scheme, Scheme of Fund for Regeneration of Traditional Industries (SFURTI), Entrepreneurship & Skill Development Programme (ESDP) and upskilling through testing/technology centres, support for tooling/technology services etc.
