Question : ROAD OVER BRIDGES ROAD UNDER BRIDGES



(a) the number of manned/unmanned level crossings, Road Over Bridges (ROBs) and Road Under Bridges (RUBs) sanctioned and under construction, zone-wise;

(b) the funds allocated and utilised for cons- truction of ROBs/RUBs during each of the last three years and the current year, zone-wise;

(c) the details of proposals received/pending for construction of ROBs and RUBs and the follow-up action taken thereon by the Railways, zone-wise; and

(d) the steps taken by the Railways for timely completion of the projects and contain time and cost overruns?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF STARRED QUESTION NO. 91 BY SHRI K.N. RAMACHANDRAN AND SHRI PRATHAP SIMHA TO BE ANSWERED IN LOK SABHA ON 02.03.2015 REGARDING ROAD OVER BRIDGES/ROAD UNDER BRIDGES

(a): Zone-wise number of manned/unmanned level crossings (LCs) and sanctioned/ under construction Road Over Bridges(ROBs) and Road Under Bridges (RUBs) is appended as Appendix-I.

(b): Zone-wise funds allocated and expenditure for construction of ROBs/RUBs during each of the last three years and the current year is appended as Appendix-II.

(c): Proposals for construction of ROBs/RUBs in lieu of LCs are normally received at various levels in zonal railways from State Government and other Statutory Authorities. After completing various formalities with State Government/Statutory Authorities, regarding the consent for sharing of cost and closure of LCs, proposals received for construction of ROBs/RUBs in lieu of LCs are further processed for their inclusion in Railway Works Programme. This is a continuous process for which no compendium is maintained.

(d): Funding for these works comes from the Central Road Fund (CRF) as a percentage of the cess collected on petrol and diesel. The average annual allocation to Railways has been ? 1,100 crore only.

In order to ensure timely completion of already sanctioned works of ROBs and RUBs which has a throwforward of ? 25,000 crore and also to fulfill the further demands for construction of ROBs & RUBs, Ministry of Railways has taken following measures:

# signed a Memorandum of Understanding (MOU) with Ministry of Road Transport and Highways to eliminate all level crossings on National Highway Corridors at their cost, bringing clarity on roles and responsibilities of both the Ministries.

# commissioned a web-based application with user- friendly features for online submission and approval of various plans and drawings related to ROBs/RUBs of National Highway Authority of India/State Govt/ Other agencies within 60 days.

# solicited Ministry of Rural Development to include the work of elimination of unmanned level crossings by ROBs/RUBs/other measures in their illustrative list of works under MNREGA and PMGSY schemes.

# approached Ministry of Finance for enhanced allotment of funds to the tune of ? 39,809 crores over five years by suitably amending the Central Road Fund Act.
