Question : SEPARATIST TERRORIST ACTIVITIES IN NORTH EASTERN STATES



(a) whether the separatist/terrorist activities are increasing in North-Eastern region;

(b) if so, the details thereof;

(c) the details of organisations directly or indirectly involved in such activities;

(d) whether the Government are aware that the terrorists are getting arms training and supply from outside India;

(e) if so, the details thereof;

(f) the steps being taken against them; (g) whether the Government have received any proposal from any State Government for Central assistance; (h) if so, the details thereof; (i) whether the Government are aware that people are subjected to harassment by the terrorist organisations which are resorting to extortions of money under threat of life; and (j) if so, the details thereof ?

(a)&(b) Militant activities in Manipur and Tripura have shown an increase in recent past. The situation in rest of the North East, including Assam and Nagaland, has shown a

(c) The major militant groups in the North Eastern States are as under:

(i) Assam:
1.United Liberation Front of Assam (ULFA)

2.National Democratic Front of Bodoland (NDFB)

(ii)Manipur:
1.People`s Liberation Army (PLA)

2.United National Liberation Front (UNLF)

3.People`s Revolutionary Party of Kangleipak (PREPAK)

4.Kangleipak Communist Party(KCP)

5.Kanglei Yaol kanba Lup (KYKL) 6.Manipur People`s Liberation Front (MPLF)

(iii)Nagaland:
1.National Socialist Council of Nagaland (Isak/Muivah)(NSCN(M))

2.National Socialist Council of Nagaland (Khaplang) (NSCN(K))

(iv)Tripura:
1.All Tripura Tiger Force

2.National Liberation Front of Tripura
In addition, there are numerous other militant groups like the Achik National Volunteer Council (ANVC), Hynniewtrep National Liberation Front of Meghalaya (PLFM), Dimasa Halm Daogah (DHD), Bru National Liberation Front (BNLF) etc. A number of Muslim organisations have also come up.
(d)&(e) There are reports that some of the North-Eastern insurgent groups have developed trans-border linkages in Bangladesh, Myanmar and Bhutan. Our security concerns, including illegal migration, cross-border movements and cross-border crimes, have been taken up with these countries at appropriate levels.
Pak ISI has also been active in fomenting trouble in the North East.
(f) Steps taken by the Government to combat militancy in the North East include, interalia, deployment of Central Para Military Forces and Army; improved coordination

and sharing of intelligence between the security forces; modernisation/upgradation of State Police forces; reimbursement of security related expenditure; sanction of Special Central Assistance to the State Governments; declaration of the most seriously affected areas as `disturbed areas` and notification of the major insurgent groups as unlawful associations`. The situations is also kept under watch and is reviewed from time to time for taking appropriate action.
(g)&(h) Proposals for assistance are received for reimbursement of security related expenditure; modernisation of State Police forces; modernisation of prison administration; rehabilitation of surrendered militants et.

(i)&(j) Yes, Sir. Militancy in the North East has degenerated into a cottage industry of killings, extortions and kidnappings with the sole aim of making money.
