Question : Backlog Vacancies

(a) whether the Government is aware that there is huge backlog of vacancies for various categories in Central Government Ministries/Departments pertaining to SC/ ST/OBC/physically challenged and General category;

(b) if so, the category-wise and cadre/ post -wise backlog of vacancies in Central Government Ministries/Departments including in Public Sector Undertakings, Autonomous Bodies, and Financial Institutions;

(c) whether the Government has received any complaints regarding violation in filling-up of backlog vacancies in various Departments of the Central Government and if so, the details thereof; and

(d) the action contemplated by the Government for filling up of the backlog vacancies within a given time frame?

(a) & (b): Government is aware that there are backlog reserved vacancies in various Departments/ Ministries.
As per information received from Ministries/Departments, 17,452 vacancies for Scheduled Castes, 16,842 vacancies for Scheduled Tribes and 13,740 vacancies for Other Backward Classes were filled up during the Special Recruitment Drive held for filling up of backlog reserved vacancies which concluded on 31.3.2012. As reported by various Departments/Ministries, 17,784 vacancies for Scheduled Castes, 12,408 vacancies for Scheduled Tribes and 21,771 vacancies for Other Backward Classes have further been filled up during 01.04.2012 to 31.12.2015.

As per the data received from various Departments/Ministries, attached and subordinate offices, Nationalized Banks, Financial Institutions, Central Public Sector Undertakings, there were 15,831 vacancies identified till May, 2015 for persons with disabilities. Out of these 12,377 vacancies were filled up, as report received so far.

(c) & (d): The complaints/ references relating to non-filling up backlog reserved vacancies in various Departments of the Government, as and when received, are forwarded to the concerned Department for appropriate action.

Based on a report submitted by the Committee constituted in July, 2013 under the Chairmanship of Secretary, Ministry of Social Justice and Empowerment, action plan for study of reasons for non-filling up of backlog reserved vacancies, review of prescribed standards, if required; concluding special recruitment drive and conducting pre-recruitment training programme was communicated to the Department/ Ministries.
Government has issued instructions on 20.11.2014 to all concerned to take time bound action for filling up reserved vacancies by August, 2016.
