Question : Public Sector Textile and Cotton Mills


a) the details the public sector textile and cotton mills functioning in the country, location-wise along with the present operational status thereof;

b) whether the Government proposes to undertake expansion and modernization of the said units, if so, the details thereof;

c) the amount of funds allocated and utilized for the said purpose during each of the last three years, mill-wise; and

d) the other steps taken by the Government for expediting the expansion and modernization of the said mills?

(a) 28 mills under National Textile Corporation (NTC) and 9 mills under State Textile Corporations (STC) are functioning in the country. The details of NTC and STC mills along with the status of their operation and location are at Annexure-I and II respectively.

(b): National Textile Corporation (NTC) had been implementing Board for Industrial and Financial Reconstruction (BIFR) approved Revival Scheme Modified Scheme-2008(MS-08) wherein, it has no mandate to revive the unviable mills closed under Industrial Dispute Act. As per the scheme, NTC has modernized its 23 mills on its own and revived 5 through Joint Venture arrangements.

(c) & (d): Beyond BIFR Scheme-2008, NTC is modernising the mills based on their technology requirements from Corporation’s own resources.
