(a) whether the Government is providing financial assistance to various institutions engaged in promotion of sports in the country;
(b) if so, the details thereof particularly the North Eastern States including Assam during the last three years; and
(c) the details of modalities of utilization of funds by these institutions?

(a) Yes, Sir.
(b) Under the Ministry’s Schemes of (i) Grants for
Creation of Sports Infrastructure; (ii) Grants of Rural
Schools for purchase of sports equipment & development of
playfield; (iii) Grants for promotion of Sports in
Universities & Colleges ; and (iv) Grants for Installation
of Synthetic Playing Surfaces, central assistance is
provided to the State Governments, NGOs, Municipalities,
Sports Associations/ Federations, Schools, Colleges &
Universities etc. for creation of various sports
facilities for promotion of sports in accordance with the
approved pattern. State wise details of grants released
during the last 3 years under the above mentioned schemes
are at Annexures I to IV.
Government also sanctions grants to Sports Authority of
India (SAI) for promotion of sports in the country. Details
of such grants released during last 3 years are at Annexure-V.
(c) Funds are released only on the basis of the Progress
Report/Completion Certificate signed by the Government
Engineer, Utilization Certificate countersigned by the
competent Officer of the State Government, Audited Accounts
and photographs in support of the ongoing works to ensure
that the funds already released have been utilized for the
purpose for which these were sanctioned.
Grants to Sports Authority of India are released on
basis of Utilization Certificate.
