Question : AIDS Eradication Programmes

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the number of HIV/AIDS patients in the country along with the number of new HIV/AIDS infected cases and related deaths reported during each of the last three years and the current year, State/UT-wise;

(b) the number of HIV/AIDS patients receiving free first and second line Anti- Retroviral Treatment (ART) in the country, State/UT-wise;

(c) whether any breakthrough has been achieved to cure HIV/AIDS, if so, the details thereof; and

(d) the other steps being taken by the Government for prevention, care and treatment of HIV/AIDS patients along with the funds earmarked, released and utilised for the purpose during the last three years and the current year, State/UT-wise?

(a): Total number of People Living with HIV (PLHIV) in the country are 1233127 as per National Monthly Progress Report, December 2016. The number of new HIV/AIDS infected cases and related deaths reported during each of the last three years and the current year, State/UT-wise is placed at Annexure A.

(b): Details of HIV/AIDS patients receiving free first and second line Anti-Retroviral Treatment (ART) in the country, State/UT-wise is placed at Annexure B.

(c): No breakthrough has been achieved yet to cure HIV/AIDS.

(d): HIV/AIDS is driven through key populations and as on Dec 2016, 1502 Targeted Interventions programme provides services to these key populations (female sex workers, men having sex with men, Transgender and injecting drug users). The programme is also addressing sexually transmitted infections and reproductive tract infection through syndromic case management. The programme is also promoting safe blood transfusion to prevent HIV and other infections transmittable through blood. In addition to increase levels of awareness among general and key populations and to create demand for services, multimedia campaigns are planned. Free ART services are provided to all eligible PLHIVs through 1636 treatment facilities. Details of funds earmarked, released and utilized for the purpose during the last three years including the current year is placed at Annexure C.
