Question : Track Management in Railways

(a) whether overloading of wagons is one of the reasons for the derailments/accidents and if so, the details thereof;
(b) whether the railway tracks have been subjected to inspections to assess its health/worthiness and if so, the details thereof during the above period; and
(c) the steps taken/being taken by the Railways to check recurrence of such incidents in future and also to improve track management?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF UNSTARRED QUESTION NO. 1754 BY DR. K. KAMARAJ TO BE ANSWERED IN LOK SABHA ON 27.07.2016 REGARDING TRACK MANAGEMENT IN RAILWAYS.

(a): No, Madam.
(b): Indian Railways have a system of scheduled inspections by Railway officials which, inter alia, includes daily inspection by Keyman, inspection/monitoring at predefined interval by various levels of inspecting officials and measurement/monitoring of track parameters by Track Recording Cars (TRCs) and Oscillation Monitoring System (OMS). In addition, directives/instructions/guidelines are issued and special drives are launched from time to time at various levels viz. Divisions, Zonal Railways and Railway Board.
(c): Track renewal is a continuous activity, which is to be undertaken as and when a stretch of track becomes due for renewal on age-cum-condition basis. Track renewals are planned in advance every year and their execution is prioritized according to condition of track and overall availability of funds ensuring all the time that the track is in a sound condition for safe running of trains.
