Answer given by the minister

THE MINISTER OF STATE IN THE MINISTRY OF WATER RESOURCES & MINORITY AFFAIRS (SHRI VINCENT H. PALA)

(a) The licensing authority for setting up of mineral water/ soft drink plants is Bureau of Indian Standards (BIS) and not Central Ground Water Board (CGWB). BIS refers proposals for setting up of new mineral water and soft drink plants / extension of existing units falling in ‘Over-exploited’, ‘Critical’ or ‘Semi-critical’ areas to Central Ground Water Authority (CGWA) for obtaining ‘No Objection Certificate’ for withdrawal of ground water. Since 1999, the Authority has issued NOC to 98 mineral water/ soft drink units, details of which are given in Annexure.

(b) Data on quantum of ground water withdrawal by these plants on an annual basis is not maintained by CGWA.
