Question : SUPPLY OF ARMS AMMUNITION BY ORDNANCE FACTORIES



(a) the details of laid down procedure for supply of arms / ammunition by ordnance factories to the Ministry of Home Affairs (MHA) including Central Police Organisations (CPOs) and the State / UT Police forces;

(b) whether arms and ammunition manufactured by ordnance factories but rejected by the Directorate General of Quality Assurance (DGQA) are being supplied to them;

(c) if so, the details thereof including the total worth of arms and ammunition that has been supplied and the reasons therefor;

(d) whether an enquiry has been conducted into the irregularities being committed by the ordnance factories; and

(e) if so, the outcome thereof along with the action taken thereon?

MINISTER OF STATE IN THE (SHRI JITENDRA SINGH) MINISTRY OF DEFENCE

(a) The laid down procedure for supply of arms / ammunition to the Ministry of Home Affairs (MHA) by Ordnance Factories is as under:

(i)The arms / ammunition are supplied to various consignees, i.e. Central Para Military Forces, State / Union Territory Police and any other Police Forces under Ministry of Home Affairs (MHA), by Ordnance Factory Board based on the allocation made by MHA.

(ii) The items duly inspected and accepted by the authorized inspection agency are collected by the concerned Police Force alongwith relevant documents i.e. Inspection Notes, Issue Vouchers etc.

(b) & (c): No rejected arms / ammunition are being issued to any Police Force by Ordnance Factories. In the event of rejection of arms / ammunition a detailed analysis of the reasons for rejection is carried out. Thereafter, if feasible, the stores are rectified and issued to the consignee only if it confirms to the stipulated acceptance standards in the re-test. No compromise on quality of arms / ammunition has been made in respect of stores finally supplied.

(d) & (e): Not applicable in view of (b) & (c).
