(a) and (b): Yes, Madam. TDIL portal (http://tdil-dc.in) provides information about the technologies, tools and resources developed under TDIL Programme. In addition, advertisements for proliferation of language CD tools were released across India on Aug-2013, 26th Dec 2014 and 24th Feb-2015 in 22 Indian Languages in National and Regional newspapers to spread awareness.
(c) and (d): Yes, Madam. Under the TDIL Programme, several language tools, technologies and resources have been developed which have helped citizens to use ICT tools in their own languages. The projects implemented under this programme are monitored by the respective Project Review and Steering Group. In addition, the progress of the TDIL Programme is also periodically monitored by the TDIL Working Group.
(e) and (f): Yes, Madam. National Optical Fibre Network (NOFN) project now renamed as BharatNet was planned, in 2011, to connect all Gram Panchayats (approx. 2.5 lakh) in the country through Optical Fibre Cable (OFC) utilizing existing fibres of Public Sector Undertakings (PSUs) viz. Bharat Sanchar Nigam Limited (BSNL), Power Grid Corporation of India Limited (PGCIL) and RailTel and laying incremental fibre wherever necessary to bridge the connectivity gap between Gram Panchayats (GPs) and Blocks for providing broadband connectivity. The project is being executed by a Special Purpose Vehicle (SPV), namely, Bharat Broadband Network Limited (BBNL), which has been incorporated on 25.02.2012 under Indian Companies Act 1956. Under this project, at least 100 Mbps bandwidth has to be provided in all the estimated 2.5 lakh GPs for utilization by all categories of service providers on non-discriminatory basis including Internet Service Providers.
State-wise status of NOFN, as on 31.01.2016, is given in the Statement at Annexure.
In order to expedite the progress, NOFN is being reviewed frequently at all the levels. A number of measures were taken as under:
(i) Empower the field units of BBNL and the 3 PSUs.
(ii) Iron out constraints in supply of materials.
(iii))Devolve greater autonomy on the implementing agencies and
(iv) Induct professionalism in the procurements and execution.
