Question : Funds for Drinking Water and Sanitation Schemes

(a) whether the Government has allocated/released funds especially meant for tribal and backward areas of the country to provide drinking water and sanitation facilities for the population living in those areas;
(b) if so, the details thereof during each of the last three years and the current year, State-wise; and
(c) whether the Government has received the utilization certificates for such
funds and if so, the details of utilization percentage, State-wise?

(a) to (c) Yes Madam. Under National Rural Drinking Water Programme (NRDWP), this Ministry earmarks 10 % of NRDWP allocation for coverage of Scheduled Tribes concentrated rural habitations. However, the Ministry does not release /earmark fund separately for backward area with regard to drinking water supply. Funds are released to States after receipt of utilization certificate for all components. The details of funds allocated , released and utilization percentage to all States including Jharkhand during last two years and current year for Scheduled Tribes concentrated habitations is at Annexure-I.

Under Swachh Bharat Mission

(a) and (b) The Swachh Bharat Mission (Gramin) (SBM(G)) has been launched on 2nd October, 2014, which aims at attaining Swachh Bharat by 2nd October 2019. The focus of the scheme is on behavior change and usage of toilets. Under SBM(G) funds are released to States/UTs. Adequate priority are given for Tribal and Backward areas of the country. 10% of Total Allocation is reserved for Schedule Tribes (STs) each year. Funds for Tribal and Backward areas are not released separately. However, State/UT-wise central share released under SBM(G) during last 3 years and current year under SBM(G) is at Annexure-II.
(c) Under SBM(G), funds are released after receiving Utilisation Certificates. State/UT-wise, Central share released and utilised during last 3 years and current year is given in Annexure-III.
