Question : ENROLMENT RATE



(a) whether it is fact that enrolment data of OBCs is not maintained separately in primary, secondary and higher education;

(b) if so, the reasons therefor;

(c) the corrective measures proposed to be taken in this regard; and

(d) the steps taken to encourage better enrolment of socially and educationally backward classes and the children of disadvantaged social groups?

(a) to (d): The enrolment data of OBCs is collected under District Information System for Education for elementary education. The enrolment data of OBCs is not maintained for secondary and higher education. For higher education, provision has been made to collect enrolment data on OBC in All India Survey on Higher Education.

Government has been making consistent progress to meet the goals of Universal Elementary Education through implementation of the Sarva Shiksha Abhiyan (SSA) Programme. The Right of Children to Free and Compulsory Education (RTE) Act 2009, which became operational with effect from 1st April, 2010, provides that every child in the 6 to 14 age- group shall have a right to free and compulsory education till completion of elementary education. The SSA Framework of Implementation has been revised to correspond with the provisions of the RTE Act 2009 and the SSA programme is being implemented in accordance with the norms and standards of the RTE Act. Further, Rashtriya Madhyamik Shiksha Abhiyan has been launched for universal access to seconday education. In higher education sector reservation is being provided to SCs, STs and OBCs under Central Educational Institutions (Reservations in Admission) Act, 2006.
