Question : Flexible Mode of Transportation

(a) whether his Ministry proposes to adopt a flexible mode of transportation using both the roadways and railways for easy evacuation of coal;
(b) if so, the details thereof;
(c) whether the Government is aware that during the second tranche of linkage auction of 15 million tonnes of coal, the mining companies could not conclude the fuel supply agreements since there were supply constraints from Mahanadi Coalfields Limited (MCL), South Eastern Coalfields Limited (SECL) and the Central Coalfields Limited (CCL);
(d) if so, the Government’s reaction thereto along with the details of pending supplies of coal;
(e) whether the CIL’s e-auction and linkage auction has not been in parity with its production and offtake infrastructure and if so, the reaction of the Government thereto; and
(f) the other steps being taken by the Ministry for maximum utilization of resources and revenue generation during the year 2016-17 ?

(a) & (b) : In Coal India Limited, the infrastructure to transport coal through Rail & Road exists and at present, the mode wise coal transport from CIL is as below:
Rail + Merry Go Round – 381.51 Million Tonnes (MT)
Road – 139.84 MT
Other Modes – 13.26 MT


CIL has earmarked about Rs 14,000 crore for establishing dedicated rail corridors in the States of Jharkhand, Odisha & Chhattisgarh for evacuation of coal from coalfields.

(c) & (d) : The coal companies have not stopped or delayed conclusion of Fuel Supply Agreements (FSAs) for reasons like supply constraints. FSAs are executed with successful bidders, subsequent to submission and verification of valid authenticated documents.

(e) & (f) : CIL subsidiaries have been offering coal for sale under e-auction and linkage auction strictly as per the planned production, availability and the loading infrastructure. CIL has taken steps for increased productivity of manpower and machinery to improve its resource utilization, thereby augmenting its revenue generation
