Question : Outstanding Amount under MGNREGS

(a) whether the outstanding amount is not being paid to Bihar State under MGNREGS scheme;

(b) if so, the details of the outstanding amount along with the reasons for delay in payment;

(c) whether due to non-payment, the works under MGNREGS are being affected and the outstanding dues of the MGNREGS labourers is increasing;

(d) if so, the details thereof;

(e) the time by which the payment of outstanding dues under MGNREGAS is likely to be made by the Government to all the States including Bihar; and

(f) whether the outstanding dues of MGNREGS is one of the main reasons for less demand of items of daily consumption in rural areas and if so, the details thereof?

(a) to (e): The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005 is a demand driven wage employment programme. Fund release to the States/UTs is a continuous and dynamic process and Central Government is committed to making funds available keeping in view the demand for work. The Ministry releases funds to the States periodically in two tranches with each tranche consisting of one or more instalments based on agreed to Labour Budget (Persondays), opening balance, pace of utilization of funds, pending liabilities of the previous year, if any, overall performance and submission of requisite documents. The States/UTs-wise release of Central Share under Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) during the current financial year 2019-20 (as on 05.02.2020) is given at Annexure. During the current financial year 2019-20 (as on 05.02.2020), the Ministry has released Rs. 2,959.52 crore to Bihar under Mahatma Gandhi NREGS including pending wage liabilities.

(f): As per the information uploaded by the States/UTs in Management Information System (MIS), persondays generated under Mahatma Gandhi NREGS is on an increasing trend. The details of persondays generated at National level and in Bihar during the last two years are given below:
