Question : Slum Free Cities

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:

(a) whether the Government has started any scheme to make cities slum free and to supply suitable shelter to the poor in the urban areas as well as in the rural areas and if so, the details thereof;

(b) whether the Government is considering to include new cities in the scheme and if so, the details thereof;


(c) whether the Government proposes to raise the quantity of assistance to the States to avoid problem of implementation in the absence of proper funding; and

(d) if so, the details thereof?

(a) to (d): ‘Slum’ and ‘Housing’ are State subjects. Government has, however, launched ‘Pradhan Mantri Awas Yojana-Housing for All (Urban)’ Mission on 25.6.2015 to provide central assistance to States/UTs for providing housing to all eligible urban poor, including slum dwellers through the following four verticals:

(i) “In situ” Slum Redevelopment with participation of private developer using land as resource under which a slum

rehabilitation grant of Rs. 1 lakh per house on an average is provided by Government.
(ii) Promotion of Affordable Housing for weaker section through Credit Linked Subsidy under which an interest subsidy of 6.5% on home loans upto Rs. 6 lakhs for a tenure upto 15 years is provided by the Government for both EWS/LIG categories.
(iii) Affordable Housing in partnership with public or private sector under which Central assistance of Rs. 1.5 lakh per EWS house is provided by the Government.
(iv) Subsidy for beneficiary-led individual house construction or enhancement under which Rs.1.5 lakh per house is provided by Government for EWS category.
All Statutory towns as per Census 2011 and towns notified subsequently are eligible for coverage under the PMAY (U). States/ UTs will have the flexibility to include in the Mission the Planning area as notified with respect to the statutory town and which surrounds the concerned municipal area. As on 25.04.2016, a total of 2508 cities in 26 States have been identified and selected for Pradhan Mantri Awas Yojana-Housing for All (Urban) Mission. State-wise list of 2508 cities/towns is at Annexure-I.
Ministry of Rural Development has reported that it is implementing housing schemes in rural area. As reported, the MoRD is implementing Pradhan Mantri Awaas Yojana (Gramin), a flagship scheme throughout the country under which financial assistance of Rs.1.20 lakh in plain areas and Rs. 1.30 lakh in hilly/difficult areas including IAP districts, is provided to the rural BPL households for construction of a dwelling unit.
