Question : POWER SUPPLY FROM TALCHER POWER PLANT



(a) whether there has been any dispute between the National Thermal Power Corporation Limited (NTPC) and the Government of Orissa regarding the supply of power from the Talcher Power Plant;

(b) if so, the details thereof and the reasons therefor; and

(c) the action taken or proposed to be taken by the Government in this regard?

THE MINISTER OF STATE IN THE MINISTRY OF POWER ( SHRI BHARATSINH SOLANKI )

(a) to (c) : NTPC has informed that there is no dispute between NTPC Ltd. & Govt. of Orissa regarding supply of power from NTPC`s power plants in the State of Orissa, namely, Talcher Thermal Power Station (460 MW) and Talcher Super Thermal Power Station (3000 MW).

Talcher Super Thermal Power Station has two stages, as detailed below:

# Stage-I, i.e., of 1000 MW capacity, which is supplying power mainly to Eastern Region states including State of Orissa.

# Stage-II, i.e., 2000 MW capacity supplying power to Southern Region States.

Grid Corporation of Orissa Limited (GRIDCO)/Government of Orissa had earlier given requirement of 35% of capacity from the Stage-II (2000 MW) project including home State quota and signed PPA on 1.1.1994 but subsequently decided to surrender the above capacity, which was allocated to Southern Region States.

Later, based on the request of Orissa, 10% home State share was allocated by Government of India to Orissa from Talcher Super Thermal Power Station, Stage-II. However, Orissa has requested additional allocation of 500 MW from Talcher STPS, Stage-II. It may not be feasible to change the firm allocation already made to various states.
