THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR POWER, COAL AND NEW & RENEWABLE ENERGY ( SHRI PIYUSH GOYAL )
(a) to (c) : Presently, 101 new thermal units, including 4 units in Gujarat, have been awarded to Bharat Heavy Electricals Limited (BHEL). Out of these, 17 units are progressing as per schedule, whereas 54 units are delayed for reasons not attributable to BHEL. 28 units are lagging behind schedule where BHEL is partially responsible and 02 units are delayed fully on account of BHEL. The main reasons for delay, inter alia, include – slow civil works, delay in supply of equipment by BHEL, poor mobilization by main plant executing agency, delay in Commercial Operation Date (CoD) declaration, modification in plant design, delay in award of logistics by BHEL and manpower shortage etc.
As regards R&M of thermal projects, presently 05 thermal units are behind schedule due to BHEL and 03 thermal units are progressing as per schedule. The reasons for delay include – inordinate delay in the supply of equipment by BHEL, non-sequential supply of material by BHEL, inordinate delay in finalization of agencies for various Balance of Plant (BOP) packages, lack of skilled persons of BHEL`s sub-contractors and technical surprises during implementation of R&M works.
As regards new hydro projects, 14 hydro projects are under construction by BHEL. All these projects are delayed for reasons not attributable to BHEL.
As regards hydro projects under R&M, 15 projects have been awarded to BHEL for R&M out of which 08 are behind schedule due to BHEL. The main reasons attributed for delay are delay in supply of material, award of additional works and delay in getting shutdown of generating units.
(d) & (e) : The issues related to delay in implementation of power projects by BHEL have been raised by implementing agency of Gujarat Government and Uttar Pradesh Rajya Vidyut Utpadan Nigam Limited (UPRVUNL).
(f) : Central Electricity Authority(CEA) convened meetings with respective implementing agency and BHEL to sort out the various issues due to which the projects were lagging behind schedule. For speedy implementation of R&M projects, CEA conducts review meetings on regular basis with the generating utilities to discuss various issues related to timely completion of ongoing R&M works and the follow-up action/remedial measures, if any, are accordingly taken up by CEA with the concerned agencies.
Other steps taken by the Government for timely commissioning of power projects are given below:
i. A Power Project Monitoring Panel (PPMP) has been set up by the Ministry of Power for monitoring of Thermal and Hydro Generation projects targeted for commissioning during the 12th Plan and beyond along with the associated transmission system.
ii. Regular reviews are undertaken by the Government of India at various levels including Ministry of Power, the Ministry of Heavy Industries, Planning Commission and Cabinet Secretariat to identify the constraint areas and facilitate faster resolution of inter-ministerial and other outstanding issues.
