(a)whether the Government is considering to make changes in the contract labour policy;
(b)if so, the details thereof;
(c)the State-wise details of number of contract labourers in the country including Bundelkhand; and
(d)the details of steps taken by the Government for welfare of contract labourers since last five years in Bundelkhand?

(a) & (b): Improvement and consequent Amendment in the provisions of various labour laws including the Contract labour (Regulation & Abolition) Act, 1970 is continuous process. Recently filing of Unified Annual Return under the Contract Labour (Regulation and Abolition) Act, 1970, the Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979, and the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 has been made mandatorily online on the Shram Suvidha Portal vide notification dated 29th December, 2017. The filing of application(s) for registration of establishments and granting of certificate of registration under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 have been made mandatorily online on the Shram Suvidha Portal vide notification dated 04th September, 2018. Further, the filing of applications and granting of certificate of registration/license under the Contract Labour (Regulation and Abolition) Act, 1970 and the Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979 have been made mandatorily online on the Shram Suvidha Portal vide notification dated 15th November, 2018.
(c): The details showing the number of Contract Labours in various regions/territorial jurisdictions in central sphere is enclosed herewith as Annexure “A”.
(d): Contract Workers engaged in the establishments covered under the Contract Labour (Regulation & Abolition) Act, 1970 avail social security and other benefits under various labour laws including Employees’ State Insurance Act 1948, and Employees’ Provident Funds and Miscellaneous Provisions Act, 1952, The Payment of Wages Act, 1936 and Minimum Wages Act, 1948. Regular inspections are carried out by Chief Labour Commissioner (C) to ensure the compliance of the welfare measures provided under Contract Labour (Regulation & Abolition) Act, 1970 in the Central Sphere. The details of Inspections carried out under Contract Labour (Regulation and Abolition) Act, 1970 in last five years is enclosed herewith as Annexure “B”.
