(a) to (e): The Ministry of Food Processing Industries is implementing a Central Sector Scheme – PRADHAN MANTRI KISAN SAMPADA YOJANA - (PMKSY) with a total outlay of Rs.6000 crore for the period 2016-20 coterminous with the 14th Finance Commission cycleacross the countryincluding the State of Gujarat. PMKSY has seven component schemes with four old schemes of (i) Mega Food Parks (MFP); (ii) Integrated Cold Chain and Value Addition Infrastructure (Cold Chain); (iii) Food Safety and Quality Assurance Infrastructure (FSWAI); (iv) Human Resources and Institutions (HRI) and three new schemes (i) Creation/Expansion of Food Processing & Preservation Capacities (Unit Scheme); (ii) Infrastructure for Agro-processing Clusters (APC); (iii) Creation of Backward and Forward Linkages (BFL). The Ministry is also implementing another Central Sector Scheme "Operation Greens" as a vertical of PMKSY since November 2018 for integrated development of value/supply chain of Tomato, Onion and Potato (TOP) crops in selected States on pilot basis that includes the State of Gujarat.
Under the schemes of MoFPI, no state-wise allocation of fund is made. These Schemes are credit linked and demand driven. Financial assistance in the form of grants-in-aid is provided to the individuals, farmers, Farmer Producer Organisations (FPOs), Entrepreneurs, Cooperatives, Societies, Self Help Groups (SHGs), Private Companies and Central/ State PSUs etc. for setting up of food processing industries/ units/ projects. Financial assistance to the eligible applicant is provided as per the Scheme guidelines and against the Expression of Interest issued by the Ministry from time to time. The State-wise and scheme-wise number of projects sanctioned along with grants-in-aid released since implementation of the restructured scheme of PMKSY in 2016-17 is at Annexure-I.
The PMKSY envisages to leverage investment of ? 31,400 crore, handling of 334 lakh MT agro-produce valuing ? 1,04,125 crore, benefit 20 lakh farmers and generate 5,30,500 direct/ indirect employment in the country on completion of sanctioned projects. The state-wise number of direct and indirect employment generated by the complete/operational projects sanctioned under the PMKSY (as per the information of the promoters of the projects) as on 31.10.2019 are at Annexure-II.
