(a) & (b): The Statewise details of foodgrains and other items allocated by the Government of India and lifted by the States/Union Territories (UTs) for distribution under Targeted Public Distribution System (TPDS) and other welfare schemes during the last two years are at Annex- I to VIII. The low offtake of foodgrains by the States/ UTs may be attributed to various reasons such as inability of the States to mobilize funds, shortage of sufficient intermediate storage capacity in the States, lower demand from beneficiaries in view of higher production of foodgrains, shifting in food consumption pattern due to increase in per capita income etc.

(c) to (e) Some States have raised the issue of delay in release of foodgrains under TPDS from FCI depots citing labour problems, non-availability of foodgrain in godowns, non-availability of railway rakes etc. The non-release or non-lifting of foodgrains may also be attributed to the delayed reporting by the State Governments and other reasons mentioned in part (a) & (b) above like inability of the States to mobilize funds, shortage of sufficient intermediate storage capacity in the States.
In order to ensure timely distribution of foodgrains to the beneficiaries under TPDS, Government of India has instructed the State/UT Governments for lifting of foodgrains well in advance before the commencement of the allocation month so that the foodgarains are distributed to the beneficiaries by the State/UT Governments in the beginning of the allocation month. Further under National Food Security Act (NFSA), Govt. of India is issuing one time order for allocation of foodgrains from the month onward from which the concerned State/UT Govt. has implemented NFSA and the State Govt. is not required to wait for periodical or annual allocations orders, as was existing in the erstwhile TPDS, for lifting of foodgrains. In order to ensure uninterrupted foodgrain distribution to the beneficiaries under TPDS, the States have been permitted to lift 6 months foodgrain stock in advance. Further the State Governments have repeatedly been requested to construct intermediate storage capacities for stocking of adequate quantity of foodgrains for ensuring uninterrupted supply of foodgrains to the beneficiaries.
