Question : Sports Schools

(a) whether the Central Government has issued any fresh guidelines to State Governments to promote and develop games and sports in the country;
(b) if so, the details thereof along with the response of the States thereto;
(c) the details of allocations made by the Government to States for sports schools during the last three years and the current year, State and year-wise;
(d) whether the Government has any proposal to increase the said allocations; and
(e) if so, the details thereof and if not, the reasons therefor?

(a) & (b) Sports is a State subject and, therefore, promotion of Sports is primarily the responsibility of the State Government. The Central Government complements/supplements the efforts of the State Governments. To this end, the Ministry of Youth Affairs & Sports is implementing the “Khelo India – National Programme for development of
Sports” Scheme from the current financial year 2016-17. The Scheme provides for holding of annual sports competitions, sports talent identification and creation of sports infrastructure. The Ministry has issued the operational guidelines for the “Khelo India” Scheme to State/UT Governments on 26.05.2016 for implementation of the Scheme in all States/UTs. In response, proposals have been received for conducting sports competitions from eight States namely; Assam, Karnataka, Mizoram, Nagaland, Punjab, Puducherry, Tripura and Sikkim. Six States namely; Himachal Pradesh, Maharashtra, Telangana, Tripura, Uttar Pradesh and Uttarakhand have sought clarifications on Operational Guidelines on annual sports competitions which are under examination in this Ministry.
(c) The Ministry of Youth Affairs & Sports is not implementing any Scheme at present which provides for release of grants to States for sports schools.
