Question : Skill Development Training in Agriculture

(a) the details of the schemes/ programmes being run by the Government for providing skill development training in agriculture and ancillary sectors to the farmers in Maharashtra mainly the farmers from Vidarbha who cultivate rice;

(b) the number of farmers trained through these schemes and the extent to which they are benefited;

(c) whether the Government has earmarked any fund for this purpose under different schemes; and

(d) if so, the details of funds earmarked and utilized during each of the last five years and the current year?

Answer given by the minister

(a) to (d) Pradhan Mantri Kaushal Vikas Yojana (PMKVY) (2016 - 2020) is the flagship outcome-based Skill Training Scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) which aims to train 10 million youth by 2020. There are three kinds of training routes under the scheme: Short term Training for fresh skilling of school / college drop outs and unemployed youth, Recognition of Prior Learning to recognize the existing skills and Special Projects to address skilling requirements of groups which are underrepresented or require special initiatives and efforts. RPL only provides orientation to the already skilled workforce, and does not mandate placements. Scheme is being implemented in the country in both rural and urban areas across 37 sectors including Agriculture sector. Under agriculture sector in the State of Maharashtra, approx. 2.3 lakh candidates have been trained and more than 1.5 lakh candidates have been certified under PMKVY (2016-2020). The total funds budgeted for PMKVY (2016-20) under Centrally Sponsored Centrally Managed component is Rs. 9000 Cr. There is no fund earmarked specially for skill development training in agriculture and ancillary sectors to the farmers in Vidarbha who cultivate rice. The funds are disbursed as per specified timelines to Training Partners who impart training to candidates under various job roles across sectors like Agriculture, Textile, Rubber, Apparel etc.
