Question : Pradhan Mantri Kaushal Vikas Yojana

(a) the salient features/objectives of Pradhan Mantri Kaushal Vikas Yojana indicating the funds allocated/released and utilised vis-a-vis target fixed and achieved along with number of persons benefitted/trained there under during each of the last three years and the current year, State/UT-wise;

(b) the details of skill development centres under the yojana presently functioning in the country, State/UT-wise;

(c) whether the Government proposes to open such centres under the yojana in each district of the country and if so, the details thereof;

(d) whether the Government has reviewed the yojana to ascertain its shortcomings and the number of persons who got employment through the said yojana and if so, the details thereof;

(e) whether the Government has introduced any programme to train various categories of people including dropouts and labourers in the unorganised sector under the yojana and if so, the details thereof indicating the criteria fixed for participating in the training under the yojana; and

(f) the further measures taken by the Government to make the yojana more effective for its better implementation?

Answer given by the minister

(a), (d) and (f) Pradhan Mantri Kaushal Vikas Yojana (PMKVY) enables large number of prospective youths for taking short term fresh training and Recognition of Prior Learning (RPL) through accredited and affiliated training partner/training centers. The schemes runs across 221 job roles related to 35 Sector Skill Councils which is a diverse and exhaustive representation of the industry. Under PMKVY, 20,69,871 candidates have been trained throughout the country till now. Under PMKVY (2015-16), it was not mandatory for NSDC’s training partners to report employment data. The employment data available reflects only a fraction of the actual employment provided under the scheme.

PMKVY (2015-16) had been approved with an outlay of Rs. 1500 Crore. PMKVY (2016-20), launched on 2nd October, 2016, has been approved with an outlay of Rs. 12,000 Crore to impart skilling to Rs. 1 Crore people over four year (2016-20). Under PMKVY (2016-20), skill trainings are currently underway.


The salient features of the modified PMKVY (2016-20) includes NSQF based quality assurance framework, alignment with common norms, market relevant training programmes, recognition of prior learning, curriculum alignment, national certification, employable skills, placements etc. Under the modified scheme, the focus on employment has been significantly enhanced. Scheme incentivizes Training Centers (TCs)/ Training Partners (TPs) for facilitating placement of the trained candidates. TCs are mandated to organize placement/rozgar melas every six month with the support of Sector Skill Council. Various IT interventions such as Direct Benefit Transfer, Aadhaar linkage of trainers and trainees, Biometric attendance of candidate, SMART portal based Accreditation & Affiliation of TCs etc have been ensured. Additionally, there is a special provision in the scheme to provide post placement support to women, PwDs and candidates from special areas (LWE, North East region and J&K).

(c) Ministry is also implementing Pradhan Mantri Kaushal Kendra (PMKK) on pan –India basis to cover the prospective youths. Under the scheme, Government intends to establish a Model Skill Centre in every district for imparting skill training to aspirational youths through PMKVY. As of January 2017, 458 PMKKs have been allocated across 441 districts.

(e) The Ministry of Skill Development and Entrepreneurship (MSDE) had launched Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in the year 2015. The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under the Recognition of Prior Learning (RPL) component of the Scheme. RPL mainly focuses on the individuals engaged in unregulated sectors.

The objectives of RPL are primarily three-fold: (i) to align the competencies of the un-regulated workforce of the country to the standardized National Skills Qualification Framework (NSQF), (ii) to enhance the career/employability opportunities of an individual as well as provide alternative routes to higher education and (iii) to provide opportunities for reducing inequalities based on privileging certain forms of knowledge over others.
