Question : POST BASED ROSTERS



(a) whether DoPT has introduced `Post Based Rosters` in place of `Vacancy Based Rosters` for implementing reservation w.e.f. July 2, 1997;

(b) if so, reasons for the same;

(c) whether while introducing `Post Based Rosters` in place of `Vacancy Based Rosters` the process of identifying excesses/shortages if any in Class I, II, III and IV category of services under the Ministry of External Affairs and all the Autonomous/Statutory Organisations, Attached/Subordinate Offices and Public Sector Undertakings was undertaken as prescribed under para (5) of the DoPT O.M. No.36012/2/96-Estt.(Res.) dated 02.07.1997;

(d) if so, the details thereof; and

(e) if not, the excesses/shortages found in all the above categories of services as on July 2, 1997?

a) & b) Yes Sir. Consequent on Supreme Court judgement in the case of R.K. Sabharwal Vs. State of Punjab, Government of India decided to replace vacancy based reservation rosters by post based reservation rosters and circulated model reservation rosters vide Department of Personnel and Training`s O.M. No.36012/2/96-Estt.(Res) dated 2nd July, 1997 for implementation.

c) , d) & e) Yes Sir. The information in respect of Ministry of External Affairs and the Indian Council for Cultural Relations is placed below in tabulated statements at Annexure-I and Annexure-II respectively. The information in respect of Central Passport Organisation is being collected and shall be laid on the Table of the House.
