Question : RECRUITMENT OF DEFENCE PERSONNEL



(a) the number of Defence Personnel recruited throughout the country during 2003-2004 and 2004-2005 so far, State-wise;

(b) the steps taken by the Ministry of Defence to give proportionate representation to the people of North Eastern Region; and

(c) the steps taken by the Government to go for local purchase in all Defence establishment in the North Eastern Region?

(a) In Army the recruiting report for the year 2003-2004 is under compilation. The recruitment for 2004-2005 is in progress. In Indian Air Force, the state-wise recruitment figures are not maintained. However, a total of 6846 personnel were recruited in Indian Air Force in the year 2003-2004. The recruitment of airmen for the year 2004-2005 will commence from October, 2004 onwards. As regards Navy a statement is enclosed.

(b) The recruitment in Air Force and Navy is carried out on the basis of all India merit. However, in Army vacancies are allotted to all States including North Eastern Region as follows:-


(i) Fixed Class Vacancies - These vacancies are based on the class composition of the Regiments / Corps. They are allotted as per fixed class share of the State, based on demographic pattern of the population.


(ii) All India All Class Vacancies - These vacancies are allotted as per Recruitable Male Population of the State based on the Census Report of 2001. Any Indian irrespective of his caste / class or religion can be enrolled, provided be fulfills the laid down physical, educational criteria and found medically fit.

(c) The Local purchase in all Defence Establishments in North Eastern Region is done as per existing procurement policy.
