Question : SINGLE WINDOW SYSTEM

(a) whether World Bank report on Doing Business 2014 has ranked the country 183 of the 189 with regard to construction permits and if so, the details thereof:

(b) whether sanctioning a building plan/construction projects requires large number of clearances resulting in unnecessary delays and corruption in Municipal Corporations and if so, the details thereof;

(c) whether the Government has advised State Governments to simplify the procedure and create a single window system to issue building permissions and if so, the details thereof and reaction of States thereto;

(d) whether the Government has assessed the time taken by municipal corporations to sanction building plans in different States and if so, the details thereof; and

(e) the details of States which have put in place Online Permission system for various services including sanctioning building plans?

(a) Yes, Madam. The ranking is based on an evaluation process of World Bank involving comparative analysis of cost, time and number of procedures taken to get a construction permit.

(b) Sanction of construction permits is done under state specific laws by competent local bodies. It varies from State to State and also from city to city. It is true that sanction process sometimes involves a large number of clearances.

(c) Yes. Ministry of Urban Development has advised the State Governments to streamline the building plan sanction procedure with a request that the clearances process should be completed within one month. State Governments are expected to take up the matter with their local bodies.

(d) No, Madam. The Ministry has not undertaken any such study to acess the time taken by municipal corporations to sanction building permissions.

(e) Municipal Corporations/Urban Development Authorities which have put in place Online Building Plan Sanction are given in Annexure. The actual implementation and features of the software application are different for each city.
