Question : Utilisation of NTC Mills Land

(a) whether a number of National Textile Corporation (NTC) mills have been closed down and if so, the details thereof, State/ UT-wise;

(b) the land in hectare and estimated value of each such mill;

(c) whether the Government has drawn any plan to utilise the land more profitably;

(d) if so, the details thereof and if not, the reasons therefor; and

(e) the steps taken/being taken by the Union Government to make NTC a profit making entity?

(a) to (e): A statement is laid on the Table of the House.

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO.*402 TO BE ANSWERED ON 15.12.2016.

(a): As per the Board for Industrial and Financial Reconstruction (BIFR) Revival Scheme – MS-08 of National Textile Corporation Limited (NTC) approved on 5th September, 2008, 78 mills found unviable as per the scheme have been closed under the Industrial Disputes Act. The State/UT wise details of the closed mills of NTC are at Annexure – I.

(b): Out of the land of the 78 closed mills of NTC, the land of 28 mills has been disposed of completely as per the sanctioned scheme of BIFR. The details of the remaining land area belonging to 50 closed mills of NTC and the estimated value are at Annexure – II.

(c) & (d): The land assets of NTC closed textile mills are to be utilized as per the provisions of Sick Textile Undertakings (Nationalization) Act, 1974, Swadeshi Cotton Mills Company Limited (Acquisition and Transfer of Undertakings) Act, 1986 and The Textiles Undertakings (Nationalization) Act, 1995. Accordingly, NTC is in the process of formulating a policy for utilization of land assets of closed mills.

(e): NTC is now a profit making company. During the financial year 2015-16, NTC has reported net profit of Rs.21.59 crores. Further, NTC has formulated modernization, expansion and diversification plans (NTC - Future plan 2015) in association with Northern India Textile Research Association (NITRA) which are to be implemented in two phases, to make the company more competitive and profitable.
