Question : National Coastal Mission

(a) the details of aims and objectives of coastal protection measures and the manner in which they are being implemented in Andhra Pradesh which has the second longest coast in the country;
(b) the details of impact that the Government faced in the light of depleted allocation to National Coastal Mission (NCM) in 2020-2021 along with the details of allocation for 2021-22 and 2022-23; and
(c) the measures adopted by the Government to overcome the financial constraints and push the programmes and Missions under NCM;
(d) whether there is any device or direction from the Finance Ministry to reduce/stop the above project in view of COVID; and
(e) if so, the details thereof along with the steps taken by the Government to protect the interests of fishermen in coastal areas?

(a): The implementation of coastal protection measures includes development of Integrated Coastal Zone Management Plan, prevention of soil erosion, shelterbelt plantation, mangrove plantation, strengthening & promoting ecosystem monitoring, biodiversity conservation and sustainable livelihood of coastal communities. These are primarily the responsibility of States/Union Territories (UTs). Government of India through Ministry of Environment Forest & Climate Change has implemented Integrated Coastal Zone Management project (ICZMP) that has contributed inter-alia mapping of hazard line, Eco-sensitive Area, Sediment cell for the entire coastline of India including coastline of Andhra Pradesh. ICZMP has been closed after completion of project activities in 2020.

(b) to (e):The budgetary allocation for National Coastal Mission for FY 2020-21, FY 2021-22 and FY 2022-23 is Rs. 68 Crores, 100 crores and 195 Crores respectively.

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying has launched a scheme namely “Pradhan Mantri Matsya Sampada Yojana (PMMSY)” to bring about Blue revolution through sustainable and responsible development of fisheries sector in India. PMMSY focuses on creation of fisheries clusters with robust backward and forward linkages. Some of the major activities identified for development under cluster based approach in PMMSY are; (i) brackish-water aquaculture, (ii) mari culture including seaweed cultivation, (iii) development of resource specific deep-sea fisheries, (iv) cold water fisheries, (v) development of aquaculture in saline / alkaline areas and (vi) integrated development of reservoirs. Other measures include imposing of uniform fishing ban in the Indian Exclusive Economic Zone (EEZ) beyond territorial waters in East and West Coasts for a period of 61 days annually,providing need based support to states/UTs for formulation and implementation of fisheries management plans, promotion of deep sea fishing and measures to protect the aquatic ecology.
