Question : Loss of Foodgrains

(a) the details of the quantity of wheat and rice lost due to storage, transit, and pilferage during the past five years, State-wise;

(b) whether the Ministry has considered the recommendation of the Standing Committee report for revising standards and guidelines for reducing food losses in storage, transit and avoiding pilferage losses;

(c) if so, the details of the revised standards and guidelines;

(d) if not, the reasons therefor;

(e) whether technologies such as blockchain can be integrated so as to monitor and ensure that food losses can be brought down; and

(f) if so, the details of technological solutions piloted or implemented?

(a): The details are enclosed at Annexure-I.

(b) & (c): Yes Sir. The steps taken to curb the storage and transit losses are at Annexure-II. In addition to this, a Standard Operating Procedure (SOP) regarding Joint Verification of High Transit Loss (TL) cases has also been formulated.

(d): Does not arise in view of (b) & (c) above.

(e) & (f): The department is yet to explore this option.

ANNEXURE-II
ANNEXURE REFERRED TO IN REPLY TO PART (b)&(c) OF UNSTARRED QUESTION NO. 154 FOR ANSWER ON 02.02.2022 IN LOK SABHA

The details on the steps taken by the Government to curb the storage and transit losses are as under:

Storage Loss:

? The position of storage losses is reviewed in Monthly Performance Review Meetings (MPR) at HQ level and EDs (Zone)/GMs(R) are instructed to intensify inspections/monitoring of depots showing higher storage & transit losses.
? Covered storage capacity has been augmented to avoid covered and plinth (CAP) storage of food grains.
? Periodical prophylactic and curative treatment of food grains stocks is undertaken to keep them free from pests/infestations i.e. to minimize losses due to biotic factors.
? High storage losses in a month are investigated at the level of ED (Zones), GM (Regions) and other senior officers.
? Security staff of FCI, Home Guards and other external agencies are being deployed at FCI depots to ensure safety and security of the stock.
? CCTV cameras are installed in owned depots for better surveillance and supervision.
? Physical measures like installation of barbed wire fencing of the boundary walls, provision of street lights for illumination of godowns and proper locking of the sheds are taken to secure the godowns.
? Disciplinary action is initiated against delinquents wherever abnormal/unjustified losses are reported after due investigation.
Transit Loss:-
? The concerned EDs (Zone)/ GMs (Region) are being continuously pursued to closely monitor the trend and take effective steps to control the trend of losses. Region-wise trend of TL is being reviewed in every MPR meeting and monitored regularly.
? Joint Verification is being undertaken to fix the responsibility wherever transit loss is reported to be more than 0.75%. Moreover, GMs have been authorized to get the JV conducted wherever losses are between 0.50% and 0.75%.
? Depots incurring high level losses in a month are inspected at the level of EDs (Zone), GMs (Region) and other senior officers.
? Special Squad checking at selected rail heads and destination/ dispatch centers is being undertaken by the field offices.
? Deployment of independent Consignment Certification Squad (ICCS) at the time of loading and unloading of rakes.
? Emphasis has been laid on proper weighment and accounting of the stocks at the time of receipt and issue.
? Disciplinary action is being initiated against delinquents wherever abnormal/unjustified transit losses are reported.
