Question : Release of Funds under SDRF

(a) whether it is a fact that the Centre’s contribution to the State Governments under the State Disaster Response Fund (SDRF) has been increased from 75 per cent to 90 per cent since the implementation of the Goods and Services Tax (GST) with effect from 1st July, 2017;
(b) if so, whether the amount under SDRF contribution of centre to Odisha was 75 per cent or 90 per cent for the years 2018-19 and 2019-20;
(c) if so, the details thereof along with the reasons for releasing short amount; and
(d) whether the Government will release the rest of the amount at the earliest and if so, the time by which rest of the amount is likely to be released and if not, the reasons therefor?

(a) : No, Sir.
(b): 14th FC recommendations of SDRF sharing between Centre and States in the ratio of 90:10 were approved by Finance Minister on 20th August, 2018. Central Government released both the installments of SDRF for the year 2018-19 for Odisha on 90:10 basis. However, the decision was subsequently reviewed and sharing pattern was reverted to 75:25 sharing basis between Centre and States.
(c) & (d): State of Odisha has already received both the installments of SDRF for the years 2018-19 and 2019-20.
