(a)&(b)The unit for implementation of Pradhan Mantri Gram Sadak Yojana (PMGSY) is a Habitation, and not a Revenue village. As per programme guidelines, a Habitation is a cluster of population, living in an area, the location of which does not change over time. Desam, Dhanis, Tolas, Majras, Hamlets etc. are commonly used terminology to describe the Habitations. State of Rajasthan has a total no. of 16,801 eligible habitations under PMGSY, out of which 14,646 (87%) habitations have been cleared and 12,578 habitations (75%) have been connected upto January, 2015. As per guidelines, all the road projects are cleared with a time frame and implementation of cleared projects is State responsibility.
This Ministry monitors the progress of such implementation through Regional Review Meetings etc.
(c) Annual indicative fund allocation to the various States under PMGSY is based on the availability of unspent balance at the beginning of each financial year with the State and works in hand vis-à-vis execution capacity of State concerned within the overall BE limits. Status of release of funds and utilization under PMGSY to Rajasthan during year 2013-14 & 2014-15 is as follows:

(d)&(e) There is no such proposal pending with the Ministry, for connecting habitations with population 100-249 under PMGSY from the State Government of Rajasthan.
