Question : CONSTRUCTION OF ROADS UNDER PMGSY

(a) the number of villages/hamlets having the populations of 250 or more in Rajasthan connected by roads under the Pradhan Mantri Gram Sadak Yojana (PMGSY) and the number of remaining villages yet to be connected with roads;

(b) whether any time limit and targets have been set for connecting the remaining villages/hamlets with roads, if so, the details thereof;

(c) the details of the funds allocated and utilised for this purpose in Rajasthan during the year, 2013-2014 and 2014-15, district-wise;

(d) whether any proposal for providing road connectivity to the hamlets having the population of 100 people in Rajasthan under PMGSY is pending with the Government; and

(e) if so, the details there of and the funds approved during the year 2014-15 and the funds yet to be approved?

(a)&(b)The unit for implementation of Pradhan Mantri Gram Sadak Yojana (PMGSY) is a Habitation, and not a Revenue village. As per programme guidelines, a Habitation is a cluster of population, living in an area, the location of which does not change over time. Desam, Dhanis, Tolas, Majras, Hamlets etc. are commonly used terminology to describe the Habitations. State of Rajasthan has a total no. of 16,801 eligible habitations under PMGSY, out of which 14,646 (87%) habitations have been cleared and 12,578 habitations (75%) have been connected upto January, 2015. As per guidelines, all the road projects are cleared with a time frame and implementation of cleared projects is State responsibility.

This Ministry monitors the progress of such implementation through Regional Review Meetings etc.

(c) Annual indicative fund allocation to the various States under PMGSY is based on the availability of unspent balance at the beginning of each financial year with the State and works in hand vis-à-vis execution capacity of State concerned within the overall BE limits. Status of release of funds and utilization under PMGSY to Rajasthan during year 2013-14 & 2014-15 is as follows:
