Question : SETTING UP OF NEW STEEL PLANTS



(a) whether the Government proposes to set up more steel plants in the country;

(b) if so, the details thereof, location-wise and the time by which the new plants are likely to be made operational;

(c) the details of the steel Public Sector Undertakings (PSUs) units and new plants under construction, location-wise; and

(d) the steps being taken by the Government to enhance the existing production capacity of steel PSUs?

STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (D) OF THE LOK SABHA STARRED QUESTION NO.100 FOR ANSWER ON 02/03/2015 TABLED BY SHRI NITYANAND RAI AND DR. VIRENDRA KUMAR, MEMBERS OF PARLIAMENT REGARDING SETTING UP OF NEW STEEL PLANTS.

(a)&(b): Steel is a de-regulated sector. The role of the Government is that of a facilitator. As such no license/permission is required from the Ministry of Steel for setting up of steel plants in the country. The decisions relating to project investments and implementation are taken by the concerned investors keeping in view the market dynamics and techno-economic viability of projects.

(c) Presently, there are two steel manufacturing Public Sector Undertakings under the administrative control of the Ministry of Steel namely, Steel Authority of India Limited (SAIL) and Rashtriya Ispat Nigam Limited (RINL). SAIL has eight steel plants and state-wise details of their location are as under:

RINL is operating one steel plant at Visakhapatnam, Andhra Pradesh.

In addition, NMDC Ltd., a Public Sector Undertaking (PSU), is constructing a 3 million tonnes per annum green field Integrated Steel Plant at Nagarnar, Bastar District, Chhattisgarh. The project is in construction stage.

(d) The Public Sector Undertakings (PSUs) namely, Steel Authority of India Limited (SAIL), Rashtriya Ispat Nigam Limited (RINL) & NMDC Ltd. are in process of implementing significant expansion in the crude/finished steel capacities in their respective brownfield/greenfield locations. SAIL and RINL are executing modernization and expansion plan aimed at increasing their hot metal capacity to 23.1 million tonne per annum (MTPA) and 7.3 MTPA respectively by 2016-2017.
