Question : Export of Defence Equipment

(a) the details of defence equipment exported to various countries during the last three years and the current year along with the value and its contribution to the country’s Gross Domestic product;

(b) whether the Government has taken measures to ease the process of applying for defence export orders by Defence Public Sector Undertakings (DPSUs), Ordnance Factory Board (OFB) and the private sector and if so, the details thereof;

(c) whether the Government has undertaken measures to enable the Indian domestic defence industry to explore international markets, avail Defence Research and Development Organisation laboratories and other state-run facilities for Research and Development and testing and if so, the details thereof;

(d) whether the Government proposes to export the Brahmos Missile System and if so, the details thereof; and

(e) whether any complaints of irregularities or poor quality of goods exported have been received by the Government, if so, the details thereof and the action taken thereon?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA UNSTARRED QUESTION NO. 2221 FOR ANSWER ON 11.12.2015


(a) The value of the defence equipment exported to various countries in last three years and the current year (up to 30.09.2015) by Defence Public Sector Undertakings (DPSUs), Ordnance Factory Board (OFB) and Private Sector Companies (based on the NOCs issued) is as under:-

(b) The Government has taken following initiatives to ease the process of applying for NOC for export of military stores:-

(i) Online system for receiving applications for NOC for export of military stores has been developed.

(ii)
Standard Operating Procedure (SOP) for issue of No Objection Certificates (NOCs) for export of military stores has been simplified and has been put in public domain.

(iii) The list of Military Stores has been notified.

(iv) The requirement of End User Certificate (EUC) to be signed / stamped by the Government authorities of the importing country has been dispensed with for the export of parts, component, sub-assemblies and sub-systems;

(v) The provision has been made for issuing advance / in principle clearance for exploring business opportunities abroad.

(c) A compendium of Defence Research & Development Organization (DRDO) developed products having export potential was recently released by DRDO. This will help the industries to explore the potential export market. DRDO laboratories and test facilities of other organizations of the Ministry of Defence (MoD) are made available to the Indian Domestic Defence Industry based on their requirement and availability.

(d) Export is carried out by the production agency. No proposal for export of Brahmos Missile System has so far been received from Brahmos Aerospace Pvt. Ltd.

(e) No such complaint has been received by the Government.
