(a) the details of steps taken to identify potential fishing zones under Pradhan Mantri Matsya Sampada Yojna (PMMSY), State-wise including in Andhra Pradesh;
(b) the details of steps taken to establish fish breeding centres under Pradhan Mantri Matsya Sampada Yojna, State-wise including in Andhra Pradesh;
(c) the total contribution of Union Government, State Governments and of beneficiary in the Pradhan Mantri Matsya Sampada Yojna; and
(d) whether the Government is planning to reduce the contribution of beneficiary and instead increase the share of Union and the State Governments considering the economic loss occurred due to Covid-19 to fishermen community?

(a): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying is implementing a new flagship scheme “Pradhan Mantri Matsya Sampada Yojana (PMMSY) - A scheme to bring about Blue Revolution through sustainable and responsible development of fisheries sector in India” with highest ever investment of Rs. 20,050 crore in the fisheries sector over a period of five years with effect from the financial year 2020-21 in all States/Union Territories including Andhra Pradesh. PMMSY inter-alia provides support for development of fisheries and aquaculture in the country. As such, potential fishing zones are not identified under the PMMSY.
(b) : The PMMSY also provides supports for establishment of nucleus breeding centers, brood banks and hatcheries which are the main fish breeding centres. During the Current financial years 143 hatcheries with a total investment of Rs.34.95 crores have been approved under the PMMSY. State-wise details of the hatcheries, set up in various States/UTs including Andhra Pradesh during the current financial year (2020-21) under the PMMSY are furnished at Annexure-I.
(c) & (d): In order to mitigate the impact of Covid-19, the Pradhan Mantri Matsya Sampada Yojana is being implemented by the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying with highest ever estimate investment of Rs.20050 crore comprising central share of Rs. 9407 crore, State share of Rs.4880 crores and beneficiaries contribution of Rs.5763 crores for a period of 5 years. The PMMSY is a result of Government intervention to assist the fishermen, fish farmers, fish workers and other stakeholders to mitigate the impact of Covid-19 pandemic under the Atma Nirbhar Bharat relief package.
