Question : Setting up of Petrol Pumps

(a) the number of petrol pumps proposed to be opened/set up during the current year along with the locations identified in various States/districts and the minimum educational qualification fixed in this regard, State/locations-wise;
(b) whether the Government has conducted any survey to open/set up new petrol pumps and LPG distributorships in Hyderabad and Karnataka and if so, the details thereof;
(c) the name of places/sites where new petrol pumps and LPG dealerships have been opened/proposed to be opened after survey in Hyderabad and Karnataka, location-wise; and
(d) the procedure laid down for allotment of petrol pumps and LPG agencies along with any reservation made for minorities in this regard?

(a) to (c) Oil Marketing Companies (OMCs) have informed that expansion of Retail Outlet network is a continuous process to ensure adequate availability of motoring fuels like petrol and diesel throughout the country. Recently, OMCs have issued advertisements for award of new Retail Outlet dealerships on 25.11.2018 and 14.12.2018 based on feasibility study including Karnataka and Hyderabad. A total number of 78,688 locations have been included under the said advertisements on pan India basis by the OMCs.

The minimum Educational Qualification is 10th Class Pass (Examination conducted by a Board/School). Certificate issued by Armed Forces as equivalent to 10th Class pass in accordance with Ministry of Personnel, Public Grievances and Pension notification dated 12.2.1986 is also considered. Minimum Educational Qualification is not applicable to Freedom Fighters.
As regards LPG, appointment of LPG distributorships is a continuous process and locations for setting up of LPG distributorships are identified based on sale potential that makes them commercially viable.
State/District wise number of locations advertised by OMCs for retail outlets and LPG distributorships in Karnataka and Hyderabad is given in Annexure-1 & Annexure-2 respectively.
OMCs have no proposal to open LPG distributorships in Hyderabad District.
(d) Procedure / Norms / Criteria / Reservation Policy for allotment of Retail Outlet Dealerships/LPG distributorships in the country are available on the respective websites of the OMCs i.e. www.iocl.com, www.bharatpetroleum.com & www.hindustanpetroleum.com.
