Question : CSR Implementation Strategy

(a) whether the Government has developed any strategy for implementation of Corporate Social Responsibility (CSR) policy to make it more effective and result oriented and if so, the details thereof; and

(b) the details of expenditure/ contribution by Public Sector Undertakings (PSUs) and private companies/corporate houses, works/activities undertaken by them, during the last three years including the current year, under CSR in various States including Jharkhand, Year/ Company/ State/UT-wise?

(a): Corporate Social Responsibility (CSR) provision of the Companies Act, 2013, and rules made thereunder, came into effect from 1st April, 2014. The Ministry of Corporate Affairs has since taken following measures for effective implementation of Corporate Social Responsibility (CSR) by companies:

(i) amended Schedule VII of the Companies Act, 2013 to ensure that a wide range of activities are permissible as CSR activities; (ii) issued a clarificatory circular dated 18.06.2014 suggesting, inter-alia, liberal interpretation of Schedule VII; (iii) issued Frequently Asked Questions (FAQs) dated 12.01.2016; and (iv) issued amendments to the Companies (Corporate Social Responsibility Policy) Rules, 2014, time to time.

(b): The CSR expenditure of the companies for the years 2014-15 and 2015-16 for which data has been compiled is tabled below:-

The works /activities undertaken by the companies (including Public Sector Undertakings), inter-alia, comprise programmes / projects on education; health care; sanitation; environmental sustainability; women empowerment; poverty alleviation; skill development; and sports promotion.
