(a) whether the Government proposes to form a high-level committee of reputed urban planners, urban economists and institutions to make recommendations on urban sector policies, capacity building, planning implementation and governance;
(b) if so, the details thereof including present status thereon;
(c) whether the Government also proposes to develop support mechanism for the States for urban capacity building including the modernization of building bye-laws, Town Planning Schemes (TPS) and Transit Oriented Development (TOD);

(a) & (b): Minister of Finance has announced on 01 February 2022 in her budget speech that a high-level committee of reputed urban planners, urban economists and institutions will be formed to make recommendations on urban sector policies, capacity building, planning, implementation and governance.
Preparatory action has been initiated on the Budget announcements.
(C) & (d): Minister of Finance has announced on 01 February 2022 in her budget speech that for urban capacity building, support will be provided to the States. Modernization of building byelaws, Town Planning Schemes (TPS) and Transit Oriented Development (TOD) will be implemented. This will facilitate reforms for people to live and work closer to mass transit systems. The Central Government’s financial support for mass transit projects and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) scheme will be leveraged for formulation of action plans and their implementation for facilitating TOD and TPS by the States.
(e): AMRUT 2.0 scheme, which has been launched on 01 October, 2022 has a reform agenda on ease of living of citizens through reduction of non-revenue water, recycle of treated used water, rejuvenation of water bodies, augmenting double entry accounting system, urban planning, strengthening urban finance etc.
Reforms on urban planning and unlocking land value through urban planning are envisaged through sub-schemes under AMRUT 2.0 viz.
(i) GIS (Geographical Information System) based master plans.
(ii) Sub-scheme on Local Area Plan (LAP) and Town Planning Scheme (TPS) targeting optimum land utilization.
