Question : Scarcity of Drinking Water

(a) the details of the fully covered, partially covered and quality affected areas in the country including Kerala in regard to safe drinking water, State-wise;
(b) the details of short-term and long term measures taken by the Government to provide safe drinking water to all the habitations in the country;
(c) the details of financial/technical assistance provided by the Government to various States in this regard during each of the last three years and the current year, State-wise;
(d) whether the Government has provided financial or technical assistance for ground water survey and mapping of drinking water resources and if so, the details thereof and the status of those survey/mapping and the time-frame for their completion, State-wise;
(e) whether the Government has provided or proposes to provide additional assistance to the States including Kerala under drinking water schemes and if so, the details thereof; and
(f) whether the Government has received complaints in distribution of financial assistance under drinking water schemes and if so, the details thereof during the said period and the steps taken by the Government in this regard?

(a) The State-wise details of the fully covered, partially covered and quality affected areas in the country including Kerala is at Annexure – I.
(b) As a long term solution, this Ministry has directed the States to cover the rural households with Piped Water Supply. This Ministry has prepared a Strategic Plan for providing drinking water supply in rural areas of the country for the period 2011-2022. By 2022, the goal is to cover 90% of rural households with piped water supply. To achieve this, the States have been advised to pool more funds from state plan in view of the enhanced devolution of funds under the 14th Finance Commission and to arrange external assistance or loan from borrowing agencies over and above the funding from the Ministry under National Rural Drinking Water Programme (NRDWP). As a short term measure in respect of arsenic and fluoride affected habitations, the Ministry has advised the states to provide community water purification plants.
(c) The state-wise details of financial assistance provided by the Government to various states during each of the last three years and the current year are at Annexure – II.
(d) Ministry has assigned National Remote Sensing Centre (NRSC) for making Hydro Geo-Morphological (HGM) maps and also adding water quality layer which will suggest the groundwater level for extracting as well as recharging. NRSC has been asked to incorporate the data based on the inputs received from the States. NRSC will complete the job in phases depending on the quantum of work. The project has been given by the Ministry is to continue further until completion. No time frame has been fixed for completion of the work. An amount of Rs. 62.56 crore has been expended by the Ministry in this regard so far. The state-wise list of work completed is attached as Appendix-III.
(e) This Ministry allocates funds under NRDWP as per pre-approved criteria as envisaged in NRDWP guideline and there is no provision of giving more funds to any state over & above the allocation. However, the Ministry estimates savings at the end of financial year and additional funds are allocated to performing States.
(f) No Madam. As on 31.01.2017, this Ministry has not received any complaint regarding distribution of financial assistance under drinking water schemes.
