Question : GOVERNMENT BUNGALOWS IN LUTIYEN ZONE



(a) the number of Government bungalows in Lutyen zone in possession of different political parties at present;

(b) whether the Government have revised the guidelines for allotment of Government bungalows to the political parties;

(c) if so, the details thereof;

(d) whether some political parties are in possession of more Government bungalows as per the revised guidelines; and

(e) if so, the steps taken/proposed to be taken to get surplus Government bungalows vacated from such political parties?

(a): Altogether 12 bungalows in Lutyen zone are in possession of different political parties.

(b)&(c): The Government has recently revised the guidelines regarding allotment of Government accommodation to Political parties. A copy of the revised guidelines is at Annexure.

(d)&(e): Yes, Sir. Letters have been issued, in terms of the revised guidelines, to political parties, wherever called for, to vacate/surrender surplus units, including bungalows.

ANNEXURE REFERRED TO IN REPLY TO PART (b) AND (c) OF LOK SABHA UNSTARRED QUESTION NO.3746 FOR 18.4.2000.

REVISED GUIDELINES REGARDING ALLOTMENT OF GOVERNMENT ACCOMMODATION TO POLITICAL PARTIES.


(i) The National Political Parties, which have been recognised as such by the Election Commission of India, shall be allowed to retain/secure allotment of one housing unit from General Pool in Delhi for their office use, on payment of licence fee under FR-45A, i.e. the normal licence fee.

(ii) The said accommodation will be provided for a period of 3 years during which the party would acquire a plot of land in an institutional area and will construct its own accommodation for party office.

(iii) One residential accommodation would be allotted/ allowed to be retained by the party president of recognised national parties, in case the party president does not have a house in Delhi, either of his own or allotted by Govt. in any other capacity.

(iv) The facility of office accommodation will also be given to the State level parties recognised by the Election Commission of India provided it has, in the opinion of the Accommodation Committee of Cabinet, adequate representation in Parliament and its case for allotment is approved by the Accommodation Committee of Cabinet on its merit.

(v) The other buildings allotted or in occupation of any political parties stand cancelled. However, a period of six months or upto the time the allotment had been made, whichever is earlier, would be given to the party to make alternate arrangement and vacate the Govt. accommodation.
