Question : NCRB Report on Riot and Suicide Cases

(a) whether the National Crime Records Bureau (NCRB) in its report released recently has stated that Agrarian riots/ suicides have increased in the year 2015 as compared to previous year in the country;

(b) if so, whether the NCRB has decided to expand the scope of its report on suicides and go into the details of the reasons behind farmers'' suicides;

(c) if so, whether the Government proposes to identify the factors responsible for increasing agrarian riots/conflicts/suicides in the country and if so, the details thereof along with the guidelines/ instructions issued to the State Governments in this regard;

(d) whether it is a fact that according to the National Crime Records Bureau, 34.1 percent of the young people between the ages of 18-30 are committing suicide and the Lancet commission on Adolescent Health and Wellbeing has found that suicide was the leading cause of death among youngsters aged 15 to 24 in India; and

(e) if so, the details thereof along with the outcome of the assessment made, if any, by the Government and the measures taken to prevent suicidal attempts?

(a) State/UT-wise cases reported, cases chargesheeted, cases convicted, persons arrested, persons chargesheeted and persons convicted under agrarian related riots during 2014-2015 is enclosed at Annexure-I and the State/UT-wise details of Suicidal deaths categorised by Sex & Age group during 2013-2014 is at Annexure-II.
(b): The Bureau is collecting data since 2014 on suicide in farming/agricultural sector in relation to Farmers/Cultivators suicides, Age-group, Cause-wise, Education Status-wise, Land holding status-wise and Agricultural labourer suicides.
(c): The, major causes of suicide are related to illness, family problems, issues related to marriage, bankruptcy, drug abuse and failure in examination etc.
(d) to (e): The Ministry of Health and Family Welfare being the Nodal Ministry in its National Rural Health Mission (NRHM) programme have taken measures for Adolescent Health in the country. Further, Health being a State subject under List - II of the Seventh Schedule of the Constitution of India, States are empowered to implement its own programmes. However, the Government of India attaches highest importance in the matter and has approved implementation of the District Mental Health Programme in some of the districts of the country with added components of suicide prevention services, work place stress management, life skills training and counseling in schools and colleges.
