Question : Gram Panchayats under SAGY

(a) the total number of gram panchayats that have been nominated under Sansad Adarsh Gram Yojana (SAGY) since its inception, State-wise and Member of Parliament-wise;

(b) the total number of such panchayats which have achieved the intended development targets, State-wise and MP-wise;

(c) the number of SAGY panchayats that do not have Village Development Plans prepared since nomination, State-wise,

(d) the number of years lapsed since their nomination and the reasons therefor; and

(e) the contribution of the States towards achieving the desired development targets for Gram Panchayats under SAGY, State-wise and MP-wise?

(a) : A total number of 2070 Gram Panchayats have been nominated under SAGY since its inception as on 17th March, 2021 as per information uploaded by States/UTs on SAGY portal (saanjhi.gov.in). The State/UT-wise and Member of Parliament-wise status of nomination of Gram Panchayats under SAGY is placed in Annexure-I.

(b) : A total number of 531 Gram Panchayats have completed all the projects planned under the Village Development Plans (VDP) since 2014. The State wise and MP-wise number of Gram Panchayats that have completed all the projects planned under the VDP is placed in Annexure-II.

(c) and (d) : A total number of 413 Gram Panchayats have not prepared Village Development Plans (VDP) since nomination. The State/UT wise, year of identification wise details in this regard is placed in Annexure-III. As per the SAGY Guidelines , the process of VDP preparation and approval may take around eight months since the identification of GPs.The identified Gram Panchayats under the guidance of Hon’ble MPs follow a structured process of environment-creation, social-mobilisation, situation analysis, participatory development planning, resource-mapping to prepare a Village Development Plan.

(e) : The Gram Panchayats adopted under SAGY prepare Village Development Plans (VDP) through a participatory process under the guidance of Hon’ble Members of Parliament. The VDP includes prioritised time-bound activities to achieve holistic and integrated development of the villages. As per SAGY Guidelines, State Level Empowered Committees (SLEC) headed by Chief Secretary at State level and District Level Committees under the Chairpersonship of Hon''ble Member of Parliament at the District level review, monitor and coordinate the implementation of the VDP. These committees ensure convergence of schemes including the State schemes and resources of its affiliated bodies in the selected GPs. A Charge Officer is appointed by the District Collector to coordinate the implementation at the local level.Owing to the efforts made by the State, out of the 2,070 Gram Panchayats identified under SAGY, 1,587 Gram Panchayats have uploaded their VDP containing 77,645 projects on SAGY website (http://saanjhi.gov.in) and implementation of 49,139 projects has been completed as on 17 March 2021. The State wise and MP wise progress of VDP against the SAGY Gram Panchayats is placed in Annexure-IV.
